                  China walkie-talkie frequency use and technical requirements

 

I. The walkie-talkies referred to in this notice are radio transceivers that operate in the 137—167MHz and 401—423.5MHz frequency bands (hereinafter referred to as the 150MHz and 400MHz bands, respectively) and can achieve point-to-point or point-to-multipoint two-way communication. These include dedicated walkie-talkies (including base stations, repeaters, amplifiers, terminals), shared walkie-talkies, public walkie-talkies, and maritime mobile business walkie-talkies (including coastal radio stations, riverbank radio stations, ship radio stations, etc., hereinafter referred to as maritime walkie-talkies).

Dedicated walkie-talkies are those specifically used by relevant departments, industries, or organizations for wireless communication and command and control.

Shared walkie-talkies are those used by individuals, families, groups, certain commercial users, or organizations that do not require interference protection, sharing the same-frequency simplex channels planned in this notice. They are configured with rated power for voice communication or low-speed data communication over a certain distance.

Public walkie-talkies are those used by individuals, families, groups, certain commercial users, etc., utilizing the same-frequency simplex channels planned in this notice. They are configured with lower power for short-range voice communication or low-speed data communication.

Maritime walkie-talkies are those used by departments and related organizations or individuals in the transportation, fisheries, marine systems (industries), etc., for wireless communication and command and control between coasts, riverbanks, and ships.

IV. In the 150MHz and 400MHz bands, 1752/3504 same-frequency simplex channels (corresponding to 12.5kHz and 6.25kHz channel spacing, respectively, hereinafter the same) and 1052/2104 pairs of different-frequency simplex channels are planned for dedicated walkie-talkies. Specific channel division and technical requirements for radio transmitting equipment are detailed in Annex 1.

V. In the 406.21—407.70MHz band, 120/240 same-frequency simplex channels are planned for shared walkie-talkies. Specific channel division and technical requirements for radio transmitting equipment are detailed in Annex 2.

VI. In the 409.75—409.99MHz band, 20/40 same-frequency simplex channels are planned for public walkie-talkies. Specific channel division and technical requirements for radio transmitting equipment are detailed in Annex 3.

VII. In accordance with Appendix 18 of the Radio Regulations of the International Telecommunication Union and the Radio Frequency Allocation Regulations of the People's Republic of China, certain frequencies in the 156.025—162.025MHz band are planned for maritime walkie-talkies. Specific channel division and technical requirements for radio transmitting equipment are detailed in Annex 4.

XVI. Walkie-talkie radio transmitting equipment to be sold and used within the territory of China shall apply for and obtain type approval (SRRC) for radio transmitting equipment from the national radio management institution in accordance with relevant regulations. When selling the above-mentioned equipment, the sales filing procedures shall be handled in accordance with the Interim Measures for the Implementation of Sales Filing of Radio Transmitting Equipment.

XVII. Walkie-talkie radio transmitting equipment to be sold and used within the territory of China, including shared and public walkie-talkies, shall prominently display the words "Shared Walkie-Talkie" or "Public Walkie-Talkie" on the body of the device in a color that contrasts with the body. If it is not possible to display the words prominently due to the small size of the device, they may be displayed electronically on the walkie-talkie screen.

Shared and public walkie-talkies shall only be able to tune to the planned channels within the 406.21—407.70MHz and 409.75—409.99MHz bands and shall not have the capability to use the frequency bands of dedicated walkie-talkies, maritime walkie-talkies, or amateur radio stations.

XIX. Starting from March 1, 2026, radio management institutions at all levels shall in principle no longer accept or approve applications for new walkie-talkie frequency use licensing and walkie-talkie station establishment and use licensing that do not comply with this notice. Walkie-talkie stations that have already obtained licensing may continue to be used until the equipment is scrapped upon approval. Radio management institutions of provinces, autonomous regions, and municipalities shall, in accordance with the requirements of this notice, properly carry out related frequency migration and adjustment and licensing changes, and the relevant work shall in principle be completed before March 1, 2029.

Starting from March 1, 2026, the national radio management institution shall no longer accept or approve applications for type approval of walkie-talkie radio transmitting equipment that do not comply with this notice.

XXII. This notice shall come into effect from March 1, 2025. Other provisions that are inconsistent with this notice shall be subject to this notice.
